Parliament Passes Bill to Establish 24-Hour Economy Authority

Parliament has approved the 24-Hour Economy Authority Bill, 2025, setting the stage for the creation of a statutory body to drive the implementation of Ghana’s 24-hour economy policy.
The new authority will provide the legal and institutional framework for executing the government’s 24-Hour Economy and Accelerated Export Development Programme, a strategy aimed at increasing productivity, expanding exports, and promoting inclusive economic growth.
Under the law, the Authority will coordinate policies, programmes, and initiatives across sectors to transition Ghana into an economy that operates continuously through multiple work shifts, ensuring more efficient use of labour, infrastructure, and capital.
Once signed into law by the President, the legislation is expected to address long-standing structural weaknesses in the productive economy, including the country’s dependence on low-value raw material exports and imported finished goods. The reforms are projected to help retain more value within the local economy and support sustainable development.
The bill, which received bipartisan backing, was introduced in Parliament on December 3, 2025, by Deputy Attorney-General and Minister of Justice, Dr Justice Srem-Sai, and referred to the Constitutional, Legal and Parliamentary Affairs Committee for consideration.
Speaking after its passage, Majority Leader Mahama Ayariga said the initiative would significantly boost job creation, particularly for the youth, noting that a round-the-clock economy would require additional labour across various shifts.
However, during parliamentary deliberations, the Ranking Member on the Economy and Development Committee, Kojo Oppong Nkrumah, raised concerns about possible duplication of functions with existing ministries and agencies, and called for improved timing in the submission of policy documents for proper oversight.
Despite these reservations, the approval of the bill marks a major step in advancing the government’s economic transformation agenda.
