COPEC Raises Alarm Over Premix Oversupply Due to Regulatory Lapses

Regulatory Gaps Fuel Premix Surplus on Market – COPEC

 January 25, 2026

The Executive Secretary of the Chamber of Petroleum Consumers (COPEC), Duncan Amoah, has attributed the increasing presence of premix fuel and condensates on the open market to regulatory lapses and systemic weaknesses within Ghana’s petroleum distribution chain.

Speaking on TV show on Saturday, January 24, Amoah expressed concern that petroleum products meant for specific purposes are finding their way to fuel stations, where unsuspecting consumers end up purchasing them.

According to him, the situation arises when fuel volumes loaded exceed actual demand, creating excess supplies that are eventually diverted into the general market.

“You have products that are not supposed to get to filling stations, yet they end up there,” he said. “If premix demand requires only 60 trucks and 100 trucks are loaded, the excess will not be dumped elsewhere. It will inevitably find its way onto the forecourt for sale to unsuspecting consumers.”

Amoah stressed that such practices point to serious regulatory and systemic failures that must be addressed to prevent the misallocation and diversion of petroleum products.

He called on regulators to tighten oversight within the supply and distribution process to ensure that petroleum products are delivered strictly according to demand and intended use.
